No, they've been steadily nerfing blizzard over the years. I don't know if SM actually touched it, but in XY Fire Blast, Thunder, and Blizzard all dropped to 110 BP.

Blizzard being like it was in Gen 1 would be great IF it had TERRIBLE distribution and only fully evolved Ice pokemon got it. Unfortunately tons of random mons get it so it needs to be terrible because Ice is so powerful offensively.

Accuracy dropped from 90% to 70% in Gen 2
Power from 120 to 110 on Gen 6
In Japanese main games only (not in stadium or international releases) chance to freeze was 30% in Gen1

So most nerfs were gen 2, only power in Gen6
Oh and there was a bug in DP only that let Blizzard bypass Protect with a chance of 30% in Hail.
