Most of mons you get early on in Unova don't evolve late. Only at route 4 do they start evolving late, and even then it's still Gen 1 evolution levels. When you get most of the mons that evolve at level 50+, the wild Pokemon are already around that level

Ice is the worst type anyway. Sucks defensively because it has weaknesses to types that are typically quite strong offensively, and the offensive Ice-types all have middling speed and low defenses.
Ice is only useful for teaching Ice-type moves to Water-types.

Fighting/Ice is actually a really good offensive dual typing, which may be GF's reason for making Crabominable unavailable until very late in the game.
Regardless, it's incredibly annoying. Nearly every time I play through SM, I have a Crabrawler on my team, because it's a reliable Fighting type and I love its design. And it kills me every time to see my entire team grow up except for ((him))
