Team Leader is a fat chubby Gourmet who seems innocent as fuck due to being pudgy; however he is the most fucked up one of all, eating delicacies like live Pokemon without much care whatsoever.

>About?
Mankind has overstepped its bounds and needs to be taken down so that the world can continue the way it should be. We're not talking utter destruction, but the removal of mankind as the apex predators. The team achieves this through the use of Psychic Pokemon to control people.
>Legendary?
Mewtwo. The perfect example of humanity going too far, and with the perfect mix of anger and existentialism.
>Pokemon used?
A variety of Psychic types, specifically those that can control people, such as Hypno.
>Encounters
Throughout the game, the team can be found controlling people. At the beginning, they are actually stronger than the trainer, and are not supposed to be beaten (and even if you do, they still succeed). The stakes continually rise throughout the game, with the hero narrowly failing to stop their plots right up until the end.
They start off small, with some thugs just stealing small things, but becoming clearly more sinister as it goes on.
The leader seems like a decent guy, with the world's best interest at heart, but he's an absolute extremist. Almost a caricature. In the final battle, he reveals that this is indeed the case. It's all an act. He doesn't have a problem with tearing down society, but what he really wants is to wake people up, and to give people a common enemy for long enough that they can stop fighting each other.

>Final battle
You burst into the scene of the final plan about to be unleashed. Rather than fight right away though, Leader has a brief conversation about ideals and cynicism, asking you why you fight him. But before you can answer, he tells you to think on it while you battle, and the fight begins.

His admins appear on the scene, and each send out their signature mon in a triple battle. Gardevoir, Alakazam, and Metagross.... ALL Mega.

But the Professor and your rival arrive too, and send out their own Mega Pokemon to fight alongside one of yours, three on three.

Once you win, and without your Pokemon being healed, Leader steps forward, and Mewtwo teleports in. Depending on the Type of the first Pokemon in your party, it Mega evolves into either Mega Mewtwo X or Y, with its moves selected accordingly as well. Using that Mega Absol might not have been such a good idea after all! The thing is also way overleveled, and takes multiple Pokemon to bring down.

Once Mewtwo is defeated, Leader surrenders. He shuts down his doomsday device and tends to Mewtwo, while continuing your conversation. You get a few choices about why you fought against him that you can select between. The international police appear... and he teleports away, but not before promising that he's done with schemes.

Yes, I put a lot of thought into this.

Early game is random thugs beating up small children and stealing their pokemon and money, mid game the player discovers we aren't just a bunch of random assholes, we want to use Thundurs and tornadus to bully whole cities and we're surprisingly organized. Late game is all about taking us down and finding out we've been holding old and weak people/pokemon hostage and threatening to hurt them if The President doesn't do what we want, including the President's Daughter, who we have released a video of us smacking her in the head with a fish and yelling hurtful things in her ears with our outdoor voices. It's up to the player to catch or knock out Tornadus/Thundurus to stop their rampage across the nation, break into our base, free the hostages, beat me and my Tauros, and save The President's Daughter.

Now this is what I call an evil team

Name: Team Delta

About: Strengthening Pokemon to their highest potential...by any means necessary. AKA, mutating them similar to Delta Species (the team name refers to change, not the concept of Delta Species) or the radio signals at the Lake of Rage. The team leader wasn't very wealthy growing up, and the few friends he had were his trusted Pokemon companions. He started to participate in tournaments with the promise of cash prizes. He had the strategy, synergy, and experience, but he could never win a single tournament. He took this as a sign that he hadn't failed his Pokemon...his Pokemon failed him. His only chance at getting out of his miserable life were destroyed. So he took risks and learned some questionable science practices and experimented on his Pokemon, eventually making them incredibly powerful through experimentation. His Pokemon had never failed him since then. So he decided to make a team to spread this practice across the world: to make every Pokemon more powerful so they can never fail anybody ever again.

Legendary: Rayquaza. Not only is it incredibly powerful on its own, but it can surpass the limits expected of it and mega evolve into an immensely powerful deity. And according to their leader, the strongest never fail.

Pokemon Used: Team Delta would use Pokemon with high stat totals, particularly pseudo legendaries and mega evolutions. Grunts would have Pokemon with stat boosts, much like the auras of Totem Pokemon due to the team's augmentations.

Encounters: Throughout the game, Team Delta would be seen throughout the region testing their remote enhancement devices on other peoples' Pokemon to strengthen them to further convince them to join their side. The silent player, of course, would find this fishy and battles Delta.

I think Lugia is one of the bulkiest legendaries, so I'm going with that.

Would also use full restores and revives. Team uses moves like Minimize, Toxic, Recover, Spite, Cosmic Power, etc.

For battles, usually right after you exit a cave, or when you're heading to the Pokemon Center after a tough battle.
Otherwise the team would set up roadblocks and have you meet trivial requirements like catching an Abra in a Timer Ball to pass.

The hideout would be the worst part of the game, being filled with stallfags and each battle taking 10 minutes plus. It would have Strength puzzles, a teleport maze with several spots that send you to the beginning, and a moving tile maze (like Team Rocket Hideout).

Additionally, the team's encounter and theme would be an incredibly annoying midi track. Team Stall will also plant trees and place boulders to block routes, forcing you to go back to the PC to get your HM slave.

Considering changing the name to Team Cancer as well.

By themselves, they have no identity; as far as the masses know, they are part of Team [insert current evil team here].
That said, they still answer to each other, and will sometime meet to discuss a potential job.

We also viewed Cyrus as intelligent but a misguided fool as he tried to mold and violate space and time rather than just exploring it

Final confrontation is on the ship, in orbit, you've freed deoxys from the battery but now it's angry and hyper charged
