Probably not, mabye gen 9 as an anniversary reference will have 3 versions and each version has a final evolved gen 9 starter on the cover but they would go back to legendarys in gen 10.

I never understood how suicune became a cover pokemon, its such an odd choice. I havent played crystal desu, was suicune even such a big deal in it? What happened to lugia and ho-oh?
