Is rhydon usable these days? Maybe just a good battle tree build?

Eviolite is pretty much the only reason to run him over his evolved form, and even then he's only subpar as a physical tank.
We really need a healing move for Rock pokemon.

In the lower tiers it can work decently as either an Eviolite tank, or a surprise wallbreaker since its attack is actually really decent for being NFE.
It hurts for abilities though, since none of them really help.

That's why you use a listed set as a frame. You don't actually copypasta sets, you use them as the base from which you build your actual pokemon.
If you want to run something different because it fits your team, then do that.

I played around with rhydon a bit in oras because I hated rhyperior's design.

No, rhyperior gets solid rock and can use assault vest on top of that. The only thing rhydon does better is gain more defensive bulk from curse+eviolite, and even then the boost is small, in comparison.

Gen 1 was a crazy time and they didn't quite understand the concept of TMs yet. Also, Rhydon is the original kaiju mon, and those always get a bunch of special moves.

I like running Eviolite Rhydon. 4hp, 252 atk, 252 special defense
Metal burst, Rock Slide/Stone Miss, Earthquake, Fire Punch.

AV Rhyperior is objectively superior to anything you can do with Rhydon. How many times must we do this dance?

Full attack and special defense investing on an AV set. It survives SE attacks like no ones business and has enough attack to be a threat even unboosted.
