Tattoos in Japan are heavily associated with Yakuza and frowned upon, to the point where some bathhouses won't admit people with tattoos. It's understandable why a Japanese video game company would be uncomfortable with them.
Moana was made by an American company in America, which has less of a stigma regarding tattoos. They also stressed cultural accuracy more than Pokemon.
