In Red and Blue, the lobby of the Celadon Hotel uses the same floor plan as a Pokemon Center, and even has an invisible (and fully operational) PC in the same spot a Center would have it. Apparently the devs didn't design the hotel from scratch and just reused a Center's base layout for it, but forgot to delete the PC.

And while we're on the topic of Gen 1, you can surf and use your fishing rod on the statues in Gyms (but only if you stand to the left or right of the statue). You can even catch wild Pokemon by fishing like this, but you won't find anything special.

They just made code that generates spots by reading a number from the already existing personality value system.

It's pretty much standard practice in games: generating truly random numbers isn't possible so the easiest method is to just read a number from some other in-game calculations or sets of numbers.
