I just want flying/ surfing animations for all Pokemon that can learn it. I think they'd have to cut back on the pokemon that can learn it though, OR there's an extra mechanic to it

Fly can all be taught for battle, but you use it for travel your Pokemon had to be so evolved; a pidgey can use fly in battle, but can't fly you places because it's too small

They just made code that generates spots by reading a number from the already existing personality value system.

It's pretty much standard practice in games: generating truly random numbers isn't possible so the easiest method is to just read a number from some other in-game calculations or sets of numbers.
