There was a Romhack for Hg about that called Heart Red in development but the guy said the flagging made it a massive bitch to make and so it entered development hell.

Its kinda sad when its apparently easier to completely make Johto from scratch in FRLG then it is to swap which region you start in, in GSCHGSS.

The issue is that swapping the starting region means rewritting all the progression flags.

TPPAC was originally going to do that but it ended up being a lot more work than they expected and they had a limited amount of time to do the game so they only implemented it up to Vermillion then pulled the switcheroo. It's a shame though, I'd be interested in playing a game that goes all the way.
