Earth Power on Alolan Ninetales, while unlikely, would give it perfect neutral coverage along with its STABs (except for Rotom-H, Bronzong, and Shedinja, which dies to hail anyway).

Tapu Bulu seems like it has the most possibilities for improvement. I could see it learning knock off, synthesis, iron head/tail, drain punch, elemental punches, even possibly stuff like drill run or aqua tail.

On the contrary I don't see a lot of room of improvement for Tapu Bulu. The only new thing it would really love is Close Combat, which is unlikely, otherwise the moves you mentioned probably won't ever be used except for Knock Off occasionally.
