If 4GB is the limit then i doubt they'd add a lot of stuff. Keep in mind that everything that was in SM most likely must be in Ultra SM. So just by adding some new formes, new extra z-moves animations and new cutscenes they'll probaly reach around 4GB

I'm pretty sure that at least half of SM weight are from Pokemon and trainer models (But especially Pokemon since they're high-poly as shit)
Adding new map area, animations, and 2d assets (For battle background and other map area) shouldn't cost too much memory in comparison.
And I'm pretty sure that 3ds cartridges limit are 8Go anyway
