I recently did a "Red" playthrough of Yellow where I used Pikachu, the three starters, Snorlax, and Hitmonlee (replacing Lapras because I felt the extra Water type was redundant and Hitmonlee is still a gift Pokemon so it fits the theme). I never dropped Pikachu, and I never felt it underperformed given the right team support.

It has shit stats, but Thunderbolt is a really strong move in Gen 1 - where most things only get shit weak moves - so it actually balances out quite well.

While I'm going to assume Flying and Water types (except ultra bulky ones like Lapras) would indeed get oneshotted by STAB Thunderbolts, I still question how you'd ever be able to switch Pikachu into anything fully evolved and not get oneshotted in the process. There are a bunch of fights where you can just lead with it and take lives, like Lorelei, but for others you'd have to sack your teammates to get it in.
Genwun Electric types are also pretty bad as standalone mons because they're walled to oblivion by the somewhat common Ground/Rock mons and knocked out by them in two hits tops. Which is why Vaporeon would be the best Eeveelution to get for single mon playthroughs - its only flaws are low base speed (still enough to outspeed most mons with speed EVs and slight overleveling) and no SE coverage vs Water types.
