Most of the main female characters (Leaf, May, Dawn, Hilda, Moon, etc.) wear relatively light clothing (i.e. tank tops, shorts/skirts) so you probably won’t have to worry about melting in the sun if you go with one of those looks.

If you want to dress as a male character, Gold/Ethan and Brendan (ORAS) wear long shorts as opposed to pants. You could also look into different trainer classes, though these won’t be as iconic.

Villain teams may also be looking into, I know a lot of people enjoy messing around as Team Skull.

I'd probably piecemeal it. Look for the basics (shorts, shoes, etc.) at your local clothing stores and get the custom stuff online (pokeball bandana/hairbow, unless you want to sew something yourself).

If you're going with May's traditional RSE design, you can buy most of her outfit from online cosplay retailers or even Ebay. Her ORAS outfit is much simpler, just a red tank top with a black shirt underneath that you cut/sew to your liking, so you can probably make that yourself for cheaper.

If we're doing a porygon, maybe get a baseball cap with the color scheme, kinda like the beak and dress according. This is assuming you don't want to put in much work. For more, maybe make the tail and fin-thingys out of foam and fabric. I don't know how to do more without going full-fursuit...
