I would say Johto starters could get Alolan forms. SM took place in 2016. They could be found in the region but they are very rare. If this game has the same protags beginning the adventure a year later in the alternate dimensions, a year could be enough for the Johto starters on Melemele Island to populate and adapt. In USUM, they would be explained as never before seen forms.
