A supereffective Ice Beam hits as hard as a neutral rain boosted STAB Scald, and significantly weaker than Origin Pulse. So yes, a Grass type Xerneas would have a better matchup against Kyogre, and also it would beat Primal Groudon without Fire moves. The drawback is mainly not being able to setup on Yveltal anymore, other than that it would be equal if not slightly better.
