Finally considering buying a 3ds to play the new gens. I'll

1a. Sun/Moon
1b. X/Y
1c. Probably Sun/Moon, it has a bit more post-story content than X/Y and the main game lasts longer. If you don't like cutscenes though, go with X/Y.

2a. Yes, if you can find it for $30 or less.
2b. No, but still enjoyable. Probably the weakest main series games, but still enjoyable to play at least once.

1.As far as X and Y or Sun and Moon:
a. Which is a better in game experience
Subjective but I'd say SM
b. Which has less handholding
They're pretty even in this regard
c. Which will I get more mileage out of
This one is hard to say because we don't know which you would enjoy more. I feel that SM is more enjoyable for the first run but both are fun in that regard. As for second runs they're both a little hard to finish the runs for different reasons. XY's pacing is great until after the 3rd badge IIRC, then it starts to rush. SM's problem for replays is the cutscenes that can't be skipped but there's only 15mins of cutscenes total. Honestly the cutscenes aren't as bad as people on here make them out to be but it is still irritating not being able to skip them

2. Omega RubyAlpha Sapphire
a. Worth getting if you already played gen 3?
Yes. Between XY and ORAS you can get every pokemon except for some mythical legends
b. Better than x/y or Sun and Moon?
Again this is subjective but in my opinion XY and SM are a lot better. I don't really like the Hoenn region though but I do feel that ORAS are better than the originals

Overall, Sun and Moon. But it's frontloaded with cutscenes so someone like you who's used to being able to fast-forward through shit might find this particularly frustrating.

Again, Sun and Moon. ORAS is actually the best when it comes to handholding, though. Most of it is optional and catch rates are a lot lower.

Depends. Neither of them have very substantial postgames. Look at what each game has and decide for yourself.

Yes if you only played Ruby or Sapphire, probably not if you played Emerald.

Debatable. Depends on how much you like Gen 3 and Hoenn in general. If you're a fan of Emerald and are looking forward to stuff like the Battle Frontier, definitely not. At the very least I appreciate ORAS for making grinding so easy via Blissey Bases.
