I mean, you can say that for all of them. Blaziken is only Uber because of its HA, otherwise it's an average Pokemon. Same for Greninja, which might be a shit Pokemon. And same for Vanisher.
The reason Zard is more shit than them is because it didn't get a good HA like all of those, and because it had SR fucking it up. Imagine, a world where SR is replaced with a move that damages Water-type on entry and Greninja had Magician for HA. It would be shit. Now imagine, a world with a Drought Zard, with no SR. And a world where Sunlight was actually more useful. See? If there's anyone getting unfair treatment, it's Zard. The only good thing to ever happen to it was getting two Megas. And after being fucked in the ass for so long by getting the shittiest treatment, yet having fans who didn't give up on it, I'd say it deserved it.

It's quite mediocre without intimidate and it's missing key moves, hopefully from move tutor.
While Primarina (and Decidueye for that matter) are pretty much set from the get go, their HAs are only useful for gimmicks, and move tutor can't expand much on their already perfect movesets (maybe give Decidueye a fighting type move), so basically they can't get any better than they already are.
