Actually him using different team sort of proves the point, he took his weaker teams to towns where he expected the trainers to be weaker. Sure >>32748934 could be a factor, but really if he didn't think he would have to battle why take a team at all?

As for why he has roughly the same team at the gym, Red pretty much torn Team Rocket to pieces, leaving Johnny Boy no time to recoup and get back into the swing of being a gym leader. Rolling from that is his revived sense of battling for the thrill of it, and so he uses his own personal team to cement that.

How is it wrong? Cheren states in BW2 that gym leaders use different teams. Brock mentions it in Pokemon Origins. In GSC/HGSS, Kanto Gym Leaders use teams that no rookie Kanto trainer would be able to beat. Plus, how do you think trainers that started off in say, Fuchsia City, deal with Koga/Jasmine? Do you think everyone travels to Pewter City to face Brock? Of course not.
