Most of them since Gamefreak's Ice types are defensive, and Alolan Ninetales already has a move that increases their defenses. Two boosts stacked on a Pokemon with huge bulk like Avalugg would be impenetrable regardless of type weaknesses. It would be like saying MegaMawile is a bad attacker because Steel/Fairy is a bad coverage.

These are good points, -- obviously making an Ice type defensive is a setup for failure, -- but still, they should do it.
Hail and Sandstorm were always sort of counterparts, like Sunny Day and Rain Dance were. They both do indirect damage to things that aren't a certain type.
The 50% physical defense boost would be very appreciated by Ice types. Steel, Rock, and Fighting moves are all more often physical than not. It would be very nice.
It also makes more sense. The idea being that the Ice pokémon uses the hail and snow around them to add on to their body, thus raising their defensive capabilities. Rather than sandstorm, which raises Rock type's special defense because....reasons.

as for OP's question, I'm pretty sure the brilliant minds at gamefreak have decided that hail is already good enough because it damages every type aside from ice, while sand has three types that resist it.

Water doesn't need another boost, keep that limited to fire and maybe make it so that if the fire pokemon stays on the field for two turns when hail is on it will get damage too because the ice melts into water.
Also give ice ground resistance and the same boost of sandstorm for rock types

Ground and Flying are great offensive types and a slight nerf wouldn't destroy them. Resisting 2 strong attacking types would make the already existing defensive ice-types way better, maybe they'd even stop being irrelevant.

steel type defines the meta, its what everything carries coverage for so ice and rock types kinda suck shit in a game where everything passively checks you without even trying due to them all carrying ground, fire or fighting moves
the best buff to them would just be a nerf to steel
It would nice, Alolan Ninetales would be even better but somehow they do all focus on evasion and the worst of all Ice Body without permaweather.
I'm sure the the half of Ice mons that happen to be defensive or balanced is like that to endure more hits while spamming Sheer Cold and if lucky other OHKO attacks. The remaining offensive Ice types work fine, but some really need a wider movepool or even basic Ice attacks.
