This, GameFreak has all the internal development tools needed to mod the game. I wouldn't pay a studio more than $100,000 to use the assets in Ruby and Sapphire to make Emerald, and I can't imagine GameFreak spends even 1% of the money they used on Sun and Moon to make the "sequels."

There are potential downsides to third versions, of course. Too many main games dilutes the brand, and if they're especially shitty they'll negatively impact future sales. Of course, the sales of third versions and the recent direction of the main games sort of shows what level of "dilution" and "shittiness" people are currently willing to accept so I doubt they have any concerns on those ends.

But money and sales, historically, doesn't seem like a downside here.
