There's nothing stopping them from making the games compatible with the 3DS games in the same way that Monster Hunter 3U and soon XX is other than their own incompetence.
It's also been done with with all of the Stadium style games.
Bank is tied to the Nintendo account which the Switch also uses so that's simple enough to do.

Not to mention the 3ds is an ancient console and most people are more interested in the shiny new Switch.

Releasing on the Switch may actually have broken this trend. Even being the same basic game, USM could have shown itself to have drastically improved visuals, performance, and features being on the newer and more capable Switch. That has much more selling point than "altered story" and "some changes".

People are also more likely to buy games for new consoles because the library is much smaller. Disgaea 5's pre-orders for the Switch bypassed the overall sales of the game on PS4. That's how desperately people want games on the Switch.

Pokemon is also a successful enough series to take these sorts of risks and release as a system seller. The Switch at launch outsold the Wii's launch. The Switch caused Sony to mentioned the Vita again, which is legit a miracle. Capcom is making games for it. There's little reason to doubt its popularity.

The decision to keep USM a 3ds game sounds like a last minute cash grab before the 3ds is faded out or it's adding cut out shit originally meant for SM, so they could sell it to people four times. Either way, it's suspicious they showed so little.
