Celebi is only avaible in the japanese Crystal, but you need the event GS Ball.
I hope they change it for the international release.

Crystal had content locked off unless you connected to the mobile network. This content was replaced with new stuff outside Japan. GF is too lazy to back port it for the Japanese release.
