Haven't they done things like evolved trainer pokemon being lower level than they could be to be at their evolution stage? I think I remember encountering a lot of instances like that in the previous games, like a dude might have a dragonite at level 30/40.

By checking the Pokedex once you see Salazzle. The usual icon that shows the Pokémon can be either gender instead shows only the female symbol. I understand that it's not right there in your face, but the information was there if you bothered to look for it.
