Not him and I don't know the exact reason why Huge Power is supposed to be a reference to that although I have seen it explained before, but its line is most easily found at night in Crystal, and its tail glows when attacking potentially for moon imagery in recent generations as well. Water itself, with the waves and tides detailed in its patterns, are tied to the moon as well. It's possible it's supposed to be a multimeaning with the easter egg thing too, but I'm pretty sure that's not the only part.
