Why did they change its design so much?
In RB he was more toadlike then in Yellow.
Yellow was made to follow the anime design.
They were going with more artsy and cartoony sprites in Yellow.
Back sprites didn't change in Blue and Yellow from Red and Green since they had memory limitations for those as Tajiri said once back in the day.

Artworks that were made after the sprites for the original games were already in the game, I bet. Although I wonder why the new sprites in (Jap)Blue also have similar looks for the monsters, considering that version was made several months later when the games were already picking up popularity.

The artworks were released at the same time if not before Red and Green. They're even on Nintendo's page for the games, which is over 20 years old at this point.
