Yeah, gamefreak and TPC's attempts are pretty basic. Though there's also a lot of Japanese merch of certain mons(like eeveelutions and vulpix) that are directed towards girls. They even had a pikachu lingerie line

The internet can make porn out of everything. When something is obviously there to be objectified, though, it's pretty obvious why it was made: fanservice. Here's some examples of what I mean.

Any design reasons are flimsy at best and feel like an excuse to show off big titted anime women. Mega Gardevior is obviously a woman in a dress. Lopunny has no reason to be a bunny with big "chest fluff". So the Mangosteen is the "queen of fruit"- that's no reason to give Tsareena massive hips/butt/thighs. People argue about this *not* being made to be fap material.

If they didn't want fanservice they would have drawn the rabbit with arms anywhere but where it makes her look like she has big boobs. There's basically a thousand ways to have avoided the "boobs bunny" look, but they didn't go that route.

Every proportion is even more rounded and cartoonized.
The thin neck became even thinner.
The braids look much worse than the base form's perfect fluffy flops.
It looks more like a plush now.
