Ice is undeniably the worst typing in the game, it has a wide array of weaknesses and is only resistant to itself. Hail doesn't deliver the same benefits as sun, rain, or sand. The ice typing is in desperate need of renewal.

I did some calculations out of autistic boredom once, and the ONLY type that does not suffer from being Ice is Ice/Water.

It's the only pairing that doesn't increase the number of Ice's weaknesses, and it STILL hurts Water.

Making a bunch of glass cannons doesn't make Ice a better type, it just adds a few possibly good Pokemon.

The best way to improve Ice is to simply give it more resistances. There are a lot of glass cannon types that have more than a single resistance.

GF starting making headway the other way you could improve Ice by improving hail by proxy (via Slush Rush and Aurora Veil).

It's a very minor buff, but having hail boost Ice type's defense (the same way sandstorm boosts Rock's special defense) would at least marginally level the playing field with other weathers.

You're missing the point. Ice is terrible defensively but amazing offensively and is crippled by the fact that Gamefreak won't make good offensive Ice-types. You don't need resistances if your job is to hit as hard as possible. Weavile's a great example of this. Just make Pokemon that actually suit the type's strengths and give them good movepools.

Ha, are you going by type effectiveness? Because Rock has four resistances and is consistently portrayed as "tough" type (a role it generally fails in due to similar reasons as Ice).

If you're going by typical stat spreads, Electric and Flying are both usually glass cannons, fast hard hitters.

Making everyone a sweeper is not a solution to fixing a type.

You're not going to be able to undo the aesthetic that Ice is slow and tough. Literally a glacier. None of the Ice-types until gen 4 are fast, because that goes against the grain of the type's aesthetic. There ARE a handful of fast Ice-types, just like there are are a handful of bulky Electric-types. But they are exceptions to the rule.

How about instead of making cookie cutter mons where the type is ultimately irrelevant, actually making the stylistic elements of the type match their intended role?

The type as it was conceived was the ultimate defensive type. It did its job then. The problem was that they then made the best defensive type good offensively, thanks to Metagross and Lucario (mostly Lucario).

Fairy isn't as unanimously beneficient without Fairy STAB attacks as you make it out to be. Poison may still be a niche competitive type due to lack of great Pokemon of the type, but the added Steel weakness makes you very vulnerable to increasingly prevalent offensive Steel mons.

Rock just need faster mons and some god damn accurate moves that's it.
Really not sure why you think all pokémon within a type has to follow the same aesthetic. Bug was generally considered a shitmon type prior to gen V and that wasn't a problem at all. Dragon has gone from being this mytchical type that just the most powerful pokémon could posses to fairly common.
Having more Ice mons that are fast would be no problem, skating is something almost everyone associate with speed.

Not sure why you think keeping a type's stat locations consistent with previous generations is more important than the type matchups, when there is already a huge room to play around with regarding stat locations within a type while type matchups have been far more rigid, only ever being changed in gen II and VI.
