Depends by what you mean as a waifu bait.

If you mean a average looking mon (not trying to be seductive and/or feminine looking by any means), then it's not because people would still have to go through the trouble of sexualizing it (it happens regardless).

If it's already seductive/feminine-looking and people feel like they '''wouldn't''' change a thing about it, then yeah, it's waifu bait. They might add a pair of breasts in it just for the heck of it, but if it doesn't stray too off from how it actually looks, then I feel like it's fair to say that it does indeed have waifu features, enough to not make anyone feel like they would change anything (unless they particularly want to due to fetishes or something).

You'd have to try really hard (or be really desperate) to moisten yourself over Jynx. Nidoqueen too. Vaporeon could be considered every furry's first waifu, even then, not everyone likes it. Eeveelutions overall have a furry fanbase cult these days.
