If by "broken" you mean "OP when the other guy does it, but never works when I do it," then sure.

They're broken, as in, they don't work as intended.

Use Minimize Chansey or any other stally pokemon.

I don't think you understand, OP. Smogon don't ban Evasion because it's overpowered, they ban it because it removes all skill and interaction from the game and turns it into nothing but a series of coin flips.

Besides Moody, Evasion (like OHKO moves) are nowhere to be seen in metagames that do allow them, because they're not really that good.

If you're a bad player using Evasion against a good player, you might gain ~25% chance of winning using it, but if you're against another bad player, you still only gain ~25% chance of winning using it. A team which can't consistently beat players worse than you is considered a terrible team.

Use a Moody Pokemon, Glalie with protect/sub/double team/freeze dry is my suggestion, a simple Pokemon, and baton passer. The problem is this doesn't always work, and if your playing against friends/not laddering, it's a very easy style to stop. It real visible strength comes from the amount of wins you can get when pairing two or three of them with a core that can take on most of the battle spot singles threats. Then when you run into teams that you aren't prepared for, you can turn it into a coin flip.

Just use something like Bright Powder Prankster Liepard with Thunder Wave and Swagger. Then do it again with something spamming Double Team. They become super unfun luck-based games.

Evasion is similar to defense-only boosting strategies, sure they make you hard to take down but in the end it's only a matter of time before one turn of RNG ruins everything. And in SM evasion got even harder to use because of Z moves never missing.
