well, statwise it completly falls behind, lets look at other stuff.

levitate is a safe switch on earthquake. this could provide cover for other pokemons in your team to cover their weaknesess, and team work is important. and safe switch in is great, easpecialy if you have a team with too many ground weaknesses.

if you have fire mons in your team the fire mon can cover for ice while baiting ground moves for flygon safe switch.

realistically only dragon dance, roost, u-turn, defog, and tailwind. but DD sweeper + defog support are two nice roles that garchomp doesn't really have. tailwind in doubles moreso than singles though garchomp's pretty dominant there.

boomburst isn't a bad move, flygon's just a mediocre special attacker. neutral STAB dragon pulse/earth power are almost as strong as boomburst and generally special flygon prefers stuff like flamethrower for coverage. even a specially-oriented dragon like noivern can't really find any room for boomburst in its movepool.

kingdra only does focus energy + draco meteor because of sniper. flygon's pretty weak and has less special attack than kingdra. i guess you could argue it has better coverage + speed but it's gimmick territory. it also has to run scope lens for 100% crits. eh.

i still think focusenergy/dracometeor/boomburst/earthpower flygon is peerfect wall breaker but you know what? flygon still has things it can o better than garchomp which is all it needed.
