Venonat obviously looks like butterfree, but is the part about venomoth looking like caterpie/metapod where the theory falls apart for me. They look no more related than joltik does to ariados, if you get what I'm trying to get at.

I like to think that, in-universe, venonats evolved to look like butterfree because, since the later is a flying type, it scares other bug types away when they think the venonat that jumped out of the grass might air slash them to death.
