In every gen other than VII, most of the good water types are surf-locked, so choosing the water starter gives you a surfer without having to work for it, so you can go get a better water type with it.

None of the Starters are worthy of being Gen 7's Shillmon.
If anything, it'd be Tapu Koko, Mimikyu or Lycanroc.
Or you could just accept that Greninja is Gen 7's Shillmon and call it a day.
