Because Sinnoh's distribution sucks ass. It's filled with shitmons and things that gobble up way too much exp and for some reason (at least in my opinion) Sinnoh has an experience issue where it gets sparse unless you're willing to grind with the Vs Seeker.

Taillow has Gale Wings and Extremespeed already which is a bit ridiculous.

Sinnoh's distribution being shit is why. A lot of decent stuff is either locked behind annoying things like the honey shit, requires trade items (and a trading partner) or is just annoying to grind up. Don't get me wrong, seeing the same shit every time is boring as fuck but most of it works really well and isn't a goddamn chore to use.
