Basically technician+(boosted) serene grace in one ability. Just by virtue of having a technician-boosted STAB silver wind that will raise al its stats 100% of the time plus an ice punch that freezes 100% of the time, ledian raises to a whole new level of usability.
Air slash will always flinch, bug buzz will always lower special defense, dizzy punch will always confuse the target. In top of all of this, it has baton pass to give all its silver wind boosts to a partner when the situation requires it.

Ledian might be physically fragile but its still a somewhat decent special wall, so it will find opportunities to set up against special attackers.

And even then I bet it wouldn't even be UU because of rocks and fast physical attackers.

You're almost NEVER going to get one of those elemental punches off. First of all, you're missing out on the obligatory STAB moves all pokemon should have in their moveset, and there's not a single flying or bug type punching move in existence.

Second is that even if you decide to forgo the STAB moves, you're still only working with 35 base attack+iron fist without STAB. That's barely going to scratch anything that isn't shedinja.

Third is if you decide to setup with swords dance the opponent will still one shot you considering those awful defenses.

I've seen ledian work exactly one time. It was a set of struggle bug/infestation/roost/encore. General idea is to trap a special attacker, whittle away its special attack, encore it if it tries any funny business. Barely ever works but its truly something only ledian can do, given you need a little speed, and ledian has a little speed.
