You can get it if you have the Virtual Release of Red/Blue/Yellow. All Pokemon transferred from red/blue/yellow get their hidden abilities

assuming your 3ds is hacked
use twlsavetool to make a backup of your bw2 cart
use an ftp app to transfer the file from your 3ds to your computer (i use ftbrony on 3ds and filezilla on computer)
edit to your hearts content with pkhex, bwtool also has some fun stuff you can do like spoofing dream world mons
transfer the file back to 3ds, use twlsave to restore the file

Gen 2 to 1 is the only time you could ever send a Pokemon back a generation. 7 to 6 also isn't possible before you ask.
