Could a Speed Boost for (Sp) Attack be balanced? Assume reasonable

Speed Boost itself isn't balanced.

Game Freak doesn't care about balance that much. They care about gimmicks.

Their main competitive metagame is also a doubles format, where neither Moody, nor Speed Boost are even close to broken.

Beserk is a balanced speed boost for special attack

Be glad that it activates at the end of the turn. Imagine a Speed Boost that activates at the beginning.

Better or worse?

Yes, it entirely depends on the Pokémon. Fur coat is an ability that seems broken on paper but since everything that has the ability is shit it's balanced.

Make an auto-Trick Room ability and Speed boost is balanced again.
Also, all these slow attackers will finally get some usage.

Much better actually. +2 speed is more than enough to start sweeping, and you get that in just one turn, too. It benefits Mega Sharpedo in particular.
