Lanturn, Kadabra, Bruxish, and Kyogre are the closest to a dolphin pokemon that we'll ever get. Just accept it. There simply isn't a way to make a decent dolphin without it looking as uninspired as Toucannon.

thanks for the criticism I really appreciate and I'll use this in the future in remaking these two. I plan on sometime in the future making a ROM hack and making some dolphin Pokemon the focus so I've really got to get these designs right. I intend on making a male only version and a female only version.

But this is just only if I can get a design that I really like and one that I think other people will like. These are my favorite animals and I just want other people to see what I see in them.

Yes, the way the jaw aligns and eyes. Make her less sexual and remove rabbit ears. Maybe put a gem on the head, or crest and make it psychic type.

They're both pretty bland. Just dolphins with random bits attached to them. Right has more going for it at least. Left is just a dolphin with antennae. Scrap that one.
For the right dolphin I suggest you remove the dorsal fin and turn the spikes around in place of the fin. Keep the horn but remove the thick base.
Look at narwhals & whales also. The worst kind of fakemon are the ones that take inspiration from a single animal.

I know what you're thinking: "Pokemon can't have guns or weapons". Then I remind you that Blastoise has guns, Remoraid and Octillery are weapons, there are a bunch of "gun" moves, and they even have an exclusive ability.

A dolphin's pokedex entry writes itself. Just say something about it's intelligence, hunting prowess, and/or their relationship to humans.

Forget lame bottlenose dolphins though. I would much rather have a killer whale pokemon. They are dolphins and wouldn't need guns attached to be cool although it doesn't hurt. I'd be down with a bottlenose being the first stage and a killer whale being the final stage.

The problem with dolphins is there's no way to make it interesting. Most people's designs just look like a dolphin. A Pokemon should take inspiration from an animal, but not replicate it completely. That hardly makes an interesting monster.

A good place to start would be making it a bipedal land animal.

OP here. Surprised my thread is still alive and that typical tropes are being thrown around against dolphins.

Dolphin rape is no such thing. They even give bouquets of seaweed to females. Hardly rape if you ask me.

It just shows we as a society are uneducated about these creatures as a whole and are quick to demonize them and project our sins onto them.

Which is something I would really like to abolish. Cetaceans have saved me from my soul. I was on the verge of suicide before certain events with them changed me. That's why I want a dolphin Pokemon I know we'll never get one because Japan will never stop slaughtering dolphins and whales so I have to make my own.
