A lot of things happened.

First off, its movepool isn't that great. It's okay, but doesnt fit it's wanted roles very well. It's missing key filling moves like Extremespeed, good physical coverage, Recover, etc..

Secondly, losing 5 points in every stat might sound like a slight downgrade, but its a huge one, particularly for Speed. Speed is not a linear growth in terms of usefulness. If you have 200 Speed, that's effectively the same as 170. Likewise, that's why 100 is considered the baseline for "fast" Pokemon, but something like Venusaur which is meant as a Tank is considered fast with 80. It's highly relative, and having 95 as opposed to 100 is extremely detrimental. Even having 99 would be cock teasing. See: Hydreigon.

Lastly, its ability ends up being somewhat moot. Yeah it can change its type, at the complete loss of an item slot. If Memories worked like Arceus' plates, and gave a boost+Z move usage, then it'd be much more usable, but as is you can choose to have a more interesting type or actually use a useful item... or just use a better pokemon of the desired type.

It's really just incomplete in many ways.

The -5 points, on top of being a much weaker Arceus in literally every regard is why Silvally sucks. It's just an attacker with no stats above 95, while Mew is defensive/utility with 100/100/100 bulk.

Even if it did get good moves, you'd still be stuck choosing between a normal type with a good item but effectively no ability or a Pokemon with a type of your choosing, but it can't hold anything. If RKS System was an item that let you program your Silvally to be whatever type you wanted, and it had adaptability or something instead, it'd be a lot more usable.

Lack of reliable recovery. That's literally it. A lot of people seem to underestimate the impact that reliable recovery has on a Pokemon. You talk about attacking but Mew is practically never used as an attacker: it runs defensive sets and it has Soft-Boiled for that, which Mew gets all the way from Gen III. If Mew didn't have recovery, you'd never see it in OU. If Silvally got Recover it would be solid UU, while Eviolite Type: Null with Recover would be solid OU as it would essentially be a better Porygon2 and one of the absolute best defensive Pokemon out there.

Not really on the topic of Mew vs Silvally anymore, but reliable recovery would bump A LOT of defensive Pokemon up a tier or even two. It's one of those things that makes or breaks a Pokemon.

Give me a SINGLE reason why they introduced memories when Z moves could have done the same fucking thing, as well as giving it a slight buff.
