Gen 4/5/6 Pokémon start showing up as soon as you battle Groudon/Kyogre

The in-story explanation iirc is that all the natural energy released by Groudon/Kyogre made a more attractive habitat that attracted new Pokémon (meaning that Team Magma/Aqua got what they wanted)
