I don't think there are really any thematic reasons most mythical Pokémon are mythical. I think they're meant to be so rare that most people don't think they even exist, while other legendaries are rare enough that most people have never seen it, but it's seen enough that it's considered fact.

This. I wish everything was more streamlined and to the point. It's a massive clusterfuck at this point. Speaking of points, I think GF may have tried to make a point or some shitty statement when they invented UBs to make us question what makes a Pokemon a Pokemon, or not. Could be that or some weird technical thing where they're only """kinda""" seen as Pokemon but "not really" so the dex doesn't reach 1000 too soon or whatever. The scrapped concept thing about some Alolans secretly being UBs may have been a thing at some point too.

GF really fucking needs to implement things better or streamline their ideas if the franchise ever gets a reboot.
