The powercreep of Gen 4 and beyond immediately made it underpowered. While it does have a lot of utility and niches it can fill 100/80 offenses isn't much anymore and 100 speed is now a slow and crowded tier.

If Flygon's stats were shuffled around to be something like 80/105/75/75/75/110 it would probably be OU or at least close to it.

In the current meta it has average at best stats and does not excel at any one thing; 100 speed boosted by Quiver/Dragon Dance still gets beaten by any Scarf'd threats or it gets OHKO before it can boost stats.

Tailwind is fucking garbage in singles on top of being 90% redundant with Dragon Dance, and running only Ground+Dragon nowadays leaves you completely walled by the likes of Togekiss and Tapu Bulu and tanked by a whole lot of other Pokemon.

It's a Verlis-tier set made by someone who doesn't have a lot of competitive experience, that much is obvious to me.
