You get 1% increased EV limit for every ten points missing to 600.
So at 580 BST, you can assign [510+2%(510)] EVs, at 500 BST you can assign 561 EVs, and so on, capped at 100%.

But also there is still the limit of 255 EVs per stat.

Megas count pre-mega bst, as they are assigned pre-megaevolution. But if they reached their limit(even if the base form didn't) they won't get any EVs post k-o's when getting exp during training.
