the hard part is actually getting Freeze, which is already a pretty potent effect, it's just that there's no 100% accurate freezing move

What the Ice type REALLY needs is more fast and offensive Pokemon, and less slow, "defensive" Pokemon. Rock also suffers from this problem.

Ice needs a fairy resist to get two birds stoned at once. A water resist is nifty too.
