Electric type is not shit. It's strategic, which is why children like yourself think it's shit.

Look at Electivire. It's made to be a counterpick, an ass-covering for your Flying and Water type heavy hitters about to get BTFO by Thunderbolt. It has access to Earthquake.

Lantern is the same deal. You can either be a counterpick to Water or Electric types. With Water Absorb, you can wall Water types and force a switch, and punish with Confuse Ray, and they can do nothing about it.

A lot of electric types with good stats don't tend to have the best coverage. They're also often pretty frail as well, and although they only have one weakness (when not dual-type), that weakness happens to be to EQ.
That and the fact that there's a fair amount of physical attacker electric types that don't have access to a solid physical stab.

HOW TO FIX ELECTRIC TYPES
1: Wild Charge is now Electric type Wild Charge. In order to stay special snowflakey, Volt Tackle is now Electric Head Smash.
2. Due to electricity being used in many places to generate heat, the average electric type will now have Fire type moves in their coverage pool, such as Flamethrower and Heat Wave.
3. New Electric type move distributed fairly widely among electric types, and a few non-electrics. Special Dragon dance named Overcharge.
