Probably Meloetta, I really like her and she isn't too powerful. I like most of them though, I really do like legendaries for the most part.

Picking Hoopa is the only correct choice. It could summon any legendary, it's the equivalent of wishing for more wishes.

Perfect shouldermon honestly

My alternative would be Arceus. It'd be like the evolved unit they give you in every Fire Emblem game. The ace in the hole to make sure I win every encounter but not something i have to put a lot of time into. I'd basically only need to raise 5 Pokemon instead of 6.
