Ghost isn't given overbearing moves because of how unresisted it is. One resistance in Dark and one immunity in Normal, both types weak to Fighting, means Ghost isn't far off from overpowered.

It's why Marshadow is going to Ubers.

Blizzard, Thunder and Hurricane are all low accuracy and need a certain weather effect to be useful

Gunk shot, Mega kick and megahorn are physical. We need a special variation.

Focus blast is wildly inaccurate no matter the conditions

And Seed flare and Precipice blades are legendary exclusive moves.

Although, brain drain does sound like a good psychic variant of giga drain.
