This is a mixed bag of sort. One one hand it's a shame that it can't change type via Z-Crystals for some STAb Z-Move usage, but on the other hand since moves like Hidden Power, Judgement, Multi-Attack, and Revelation Dance are treated as Normal type for Z-Moves they become way less useful.

95 in everything is absolutely fine for everything but speed where 100 is a pretty relevant benchmark, but still workable.

It's more that it effectively has no ability and its movepool is so barren its laughable.

95 for speed and offense is not okay at all, most things that hit 100 base offense struggle to keep up even if they're lucky enough to get a high BP move with no drawback.

100 however is still the bronze standard for speed tiers though admittedly it's actually improved a little now. I'd say the minimum speed tier now is 95 because of Lele, anything less than that is plain bad but even then ideally you want to be 95+ rather than on the dot.

Now coupled together 95 speed AND offense is a complete joke, you'll have to choose between one or the other and it gets no item, ability or movepool on top of everything.

95 across the board for defenses on the other hand isn't just fine, it's actually pretty excellent bulk. Realistically anything with 75+ base HP and 90+ defenses could already considered as bulky.

Yeah I get that but if it had nasty plot/calm mind (to go with the vast special movepool) or a physical movepool worth a shit (both, ideally) it wouldn't be F tier shit in NU which by the looks is where its headed.
For OU you'd need to address a fuckload of things.
