Stats or base stats? If you're saying it adds it to the base stats, then... I suppose? I mean, no specialization for mons at or below 500 isn't THAT bad, right? Jk. It's really bad.

Plus, How would megas work? What about form changes, both in and out of battle?

The current EV system is limited, but it gives you plenty of options to change what your mon can do. At lvl 100, 252 evs gives you 63 more to any stat (iirc health does this differently.) That's a lot.

The system you propose isn't well thought out, or even clear. If you mean the actual stats, then there is a lot more wrong with your assumption than I can describe. It simply wouldn't work at all in Pokémon.

No, EV's and IV's give the same increase to HP as the other stats. However, the stat before the EV's and IV's IS calculated differently.
