How upset would you be of the following in the next game:

1. I FUCKING WANT IT or at least for the npcs. less of the 4 hours of escorting lillie around, but otherwise i want to have more dialogue, i want to know more about characters, i don't want to talk twice and that's it.
2-4) i don't care but i'll be pissed if there's voice acting and bird flappy wings still kill framerate

1. Depends on what the story is, and if it's really a story.
2. If you can't make your own cutscenes by now, you don't deserve to be in the industry. Into the trash it goes.
3. They better be good voice actors. And that it's consistent.
4. It'd be neat, but may be too much to bear. I know of games big enough where this isn't an issue.

All of that would be cool as long as it's not intrusive as SM story bits were
I bet all my pokemon that the next game is true overworld style like the new Legend of Zelba BotW. protagonist has to run around and stumble on shit all the while fighting of a pokemon every thirty seconds.

1 is fine, as long as it's actually good and nobody treats my character like a goddamn errand boy the whole time. The rest would be trash.
I would be fine with all of that if cutscenes were skippable.
2 and 4 sound horrible. 3 wouldn't be awful. It worked for Breath of the Wild. 1 is fine. They did that with BW/BW2.
I'd hate all of it, make the story elements heavier but optional and spread out through the world as character developing and world building side quests while the main adventure is just about being the very best like no one ever was
