It's literally the opposite, you have 0 reasons to use Sylveon in UU right now because of how much better Primarina is in comparison to Sylveon's Choice Specs set.
It has a better movepool, better typing and double stab in exchange for like 5% less damage on the Fairy type move. It puzzles me why people use Sylveon in UU, it's the same kind of meme as Dhelmise a while ago where it's 100% outclassed by Prim (for the CS set) and Clefable (for everything else).
There's a reason Sylveon is D rank and Primarina is A.

Anon, if your using Primarina, your opponent would have less safe switch ins compared to Sylveon. Also with Clefable's drop to UU this gen, Sylveon has no business in the tier right now.
