Right, just like how Drizzle, Drought, Snow Warning, and Sand Stream users shouldn't get the passive effects either. Why would you even run the Surge abilities since the turns your own team can use are minimal and instead only serve to benefit the opponent for the most part?

You could also revert how they work.

Misty terrain is the only one that doesn't boost the power of fairy type moves by 50%, instead it halves the power of dragon type moves by 50%.

You could make the other 3 terrains to work in a similar way: electric could decrease damage from steel or water type moves by 50% instead of raising the power of electric type moves, grassy could decrease the power of ground or poison type moves by 50%, psychic could decrease the power of dark or ghost, etc.

The terrains would have very different applications if that were the case tho
